Who can claim?

EU Regulation 261/2004 covers every flight leaving the European Union, Switzerland, Norway and Iceland, whatever the airline, and flights into Europe operated by a European airline (Air France, Transavia, Lufthansa…). So a Tunisair or Nouvelair flight from Tunis to Paris is not covered, but the return flight from Paris to Tunis is.

The amount depends on distance: €250 up to 1,500 km (Tunis–Paris, Tunis–Rome), €400 between 1,500 and 3,500 km, €600 beyond. Flights leaving the UK fall under UK261 (£220, £350 or £520).

What counts is the delay on arrival. A cancellation qualifies if you were told less than 14 days before departure. Nothing is owed if the airline proves extraordinary circumstances (dangerous weather, air traffic control, security).

Delays calculated from the schedules published by the airport; codeshare flights are counted once. Amounts are indicative: only the airline or a court decides.
